DOECAP TSDF Facility Auditor Qualification Application
Thank you for your interest in becoming a DOECAP TSDF Facility Auditor.
Auditors that participate in DOECAP audits must be approved by the Analytical Services Program (ASP) Manager for the areas of review that he/she will be auditing. Auditors must submit documentation that will allow DOECAP to appropriately assess the prospect’s qualifications. An incomplete submission can result in the application being delayed and/or rejected.
This certification course is required of all auditors, past, present, and applicants. We are requiring all participants of the DOECAP TSDF Audit program to complete the DOECAP TSDF Auditor Application online form. If you have audited within the past 3 years, you are not required to submit supporting documentation. All other applicants will be required to submit a completed application prior to continued participation as an auditor-in-training and for course attendance.
The complete application consists of the following:

DOECAP TSDF Facility Auditor Qualification Summary: Complete the following DOECAP TSDF Auditor Qualification form. Please be as descriptive as possible.

Resume: Include in your submission a recent resume and other pertinent documentation that details your background/experience and demonstrates the qualification criteria for your area(s) of expertise.

Letter of Recommendation and Support: Include in your submissions a recommendation letter from your supervisor or a supervisor familiar with your qualifications. Please include their contact information in the recommendation.

References: Include in your submission the names, e-mail addresses and phone numbers of three people, such as a supervisor and/or others familiar with your work, who can discuss your potential qualification as a DOECAP TSDF auditor.

DOECAP Non-Disclosure/Confidentiality Statement: Complete the attached DOECAP Confidentiality Agreement form.
DOECAP TSDF Auditors General Requirements
- Bachelor’s degree in an applied science field or an equivalent knowledge of waste operations within the anticipated area of audit concentration;
- Knowledge of DOE operations and the wastes they generate;
- General understanding of RCRA, TSCA, CAA, and CWA regulations applicable to TSDF operations;
- General understanding of NRC regulations applicable to TSDF operations that govern radiation protection, waste storage and disposal, effluent releases, and licensable and exempt quantities;
- Participation in at least three audits as an auditor or recipient of an audit.

The above seven elements of consideration are reviewed against the applicable qualification criteria for approval in one or more of the seven DOECAP areas of review. Prospective auditors are encouraged to address as many individual qualification criteria as applicable.
The following are the DOECAP areas of concentration reviewed during a routine TSDF audits.
- Quality Assurance Management Systems
- Sampling and Analytical Data Quality

- Radiological Control
- Industrial and Chemical Safety
- Transportation Management
Accepted applicants will be labelled as an “Auditor-In-Training (AIT) until both the certification course and an initial AIT audit has been completed. Once both are completed, the applicant will be listed as a DOECAP TSDF Facility Auditor.
